It is with regret that we inform you that effective today, 1 January 2008 that your functions as officers and members of the Board of Trustees has been terminated, since your term of office has officially ended as of 31 December 2007.
In lieu of the management vacuum that this situation has created, the Council of Advisers has created a Crisis Management Committee to manage the affairs of the organization.
This emergency structure was brought forth by the numerous administrative charges filed by members of our organization which your batch of officers has failed to address.
Since your batch of officers have clearly lost any moral ascendancy to govern the organization, pending the results of the complaints filed against your leadership, may we request that you surrender all documents pertaining to programs and financial status of the institution within 15 days upon receipt of this memorandum.
Further you are given 10 days to answer to all charges filed against you which will be submitted for investigation to the Ethics Committee. Failure to comply with this notice will compel us to explore legal remedies to address these concerns.

SUBJECT : Request for courtesy resignation

This is in reference with the creation of the Crisis Management Committee in lieu of the administrative cases filed by members of the BOT that has reached the Council of Advisers.
Please be informed that effective January 1, 2008, the Executive Board has officially ended their term thus the creation of the Crisis Management Committee to take over the operations of PAMS, Inc pending the investigation of the cases filed before the Council of Advisers ranging from falsification of public documents and technical malversation to name a few.
This emergency structure was brought forth by the numerous administrative charges filed by members of our organization which your batch of officers has failed to address.
Since the Executive Board has clearly lost any moral ascendancy to govern the organization it is with precedence based on the History of the PAMS that I as Founder of this organization will take over the organization until this crisis has been resolved.
However, with respect to your position as members of the Board of Trustees I would like to request for your courtesy resignation in order for the Crisis Management Committee to evaluate the new structure to preserve the integrity and uphold the ethical standards of our organization.

SUBJECT : Application as member of the Board of Trustees

In line with the investigation on the administrative cases filed by members of the Board of Trustees against the officers of the Executive Board Batch 2007 and failure to elect a new set of officers prior to December 31, 2007, the official end of term of the said set of officers. The Crisis Management Committee has now opened application for qualified members to be part of the Board of Trustees whom we have requested to vacate their positions on the grounds of ethical standards pending the results of the investigation.
Please submit to the Crisis Management Committee your letter of intention to be part of the Board of Trustees.
The Crisis Management Committee together with the COMELEC and COA will review your standing within the organization and inform you of the status of your application once that you have passed the minimum requirements set by the committee.

You are hereby directed to turnover all official documents of the PAMS Secretariat, both hard and soft copies to the Crisis Management Committee within 10 days upon receipt of this memo, together with your summary of reports on all activities of the PAMS for the previous years.
Further, please be informed that you will no longer report nor take orders from any officer of the Executive Board and Board of Trustees 2007, headed by Dr. Rene Catan.
All operations of the PAMS will be directly supervised by me as Chairman of the Crisis Management Committee in coordination with the Council of Advisers.
You will be advised on the new system of reporting and implementation of programs under the new management upon your submission of all official documents of the organization.
In the event that you fail to comply with this directive, the necessary administrative sanctions will be strictly imposed on you by the current management.

Please be advised, that officially the Executive Board and Board of Trustees under the leadership of Dr. Rene Catan is no longer authorized to conduct any official function on behalf of PAMS, Inc.
Their term of office has been terminated effective January 1, 2008, as per the collective decision of the Council of Advisers pending the investigation of administrative complaints filed against them by members of the Board of Trustees.
All official operations of the PAMS, is now under my direct supervision as Founder and Chairman of the Crisis Management Committee.
Therefore, I am advising you to postpone the implementation of the Chartering exercise set for General Santos on a date to be decided by the Crisis Management Committee.
Further, please be informed that Dr. Dennis Lagunay has been officially appointed as the Chairman on the Committee on Chartering and will be in-charge of supervising the implementation of such activities upon my approval.
